This state can be set by forum admins. It's usually done when the discussion becomes too off topic or things escalate in another way. Marking a thread as SOLVED is just an addition to the thread's topic. The original poster (or a forum moderator) can change this.
It usually marks that a question is answered sufficiently. It does NOT mean that further discussions are prohibited.

This should especially be useful for people like me who own a Mac, for which there is no signing application, or for those who appreciate the convenience. I will be using a N97 to demonstrate the application, but the process remains exactly the same for any other 3rd Edition or 5th Edition device. I got this to work to put the Mute phone app onto a Nokia E5. Steps below after about a week and lots of dead ends! Done late Jan 2012 1. Download the Mute sis file from 2.

Then they send you a bunch of files including a filed named NOKIA2012-01-18.crt (I later had to copy and rename this file to NOKIA.cer to get to work) and file NOMIA2012-01-18.key and a sis file TONYCITIZENCERT19JAN2012.sis and an acrobat how to install file.
